I think Phil has a good suggestion, especially since several years ago, 
out of concern for my high bills, the City found that I was being 
billed at a higher rate — some commercial rate, as I recall — rather 
than a residential rate. I got some adjustment on my bill and, as I 
recall, the water department folks acknowledged to me that the mistake 
was because I lived in the downtown core and they assumed commercial 
use. That said, there have been several rate structure adjustments 
since then and price increases. But it might be worth checking.
