Thank you for the note. The JHNA RPP program has been in place for several
years now, there are many people new to the neighborhood who have not been
exposed to some execution details, many others who have forgotten or never
been exposed to particular elements. This is a great opportunity to
describe a few details of how the RPP program works.
The primary enforcement mechanism for the RPP program is a small city
patrol team that works standard business hours, 8:00-5:00 Monday through
Friday. Despite the fact that most of our streets have one side marked for
7 x 24 RPP, in reality during "off hours" ticketing will occur only if
there is a complaint called into 311, or a patrol call going through the
neighborhood feels compelled to ticket - the later of which I have been
notified of only once. This provides maximum protection at a minimum
level of inconvenience.
After reviewing my files, it appeared that day passes were issued only once
and in small quantity for a holiday party in the last few years. 10
stickers which I happened to have on hand. The primary usage of the
limited number of day passes issued has been for construction projects, to
protect day time workers who parked cars in RPP designated areas. Note
that service vehicles should not be ticketed if parked in RPP designated
areas. Note that cars parked in "no parking 7 a.m. to 7 p.m" areas are
subject to ticketing in all circumstances (often confused with RPP related
citations).
The City of Austin has been asking RPP participants to notify neighbors of
upcoming events to avoid surprises and uninformed calls to 311, instead of
issuing large blocks of day passes for special events. I believe Art
Williams and Mike Valigera have successfully used notifications to the JHNA
maillist to avoid problems. Day passes represent a cost to the city, the
usage of day passes are also an inconvenience when unnecessary and make the
program appear less user friendly than necessary. Note that loud parties
which run late into the night are more likely than others to result in 311
calls - clearly that is not the case in what you described
In the email below to Gordon Derr I tried to make clear that, after
reviewing the history, mailing 100 day passes was not the likely outcome,
for events held outside of patrol hours where neighborhood notification had
already taken place.
If we are continuing the tradition of not issuing day passes for parties,
please advise how we can ensure Mrs. Graves that the police will not be
ticketing. Through the note below she has informed several neighbors, and
the event is outside RPP patrol hours, but she is concerned that a neighbor
has complained in the past, calling the police to ticket, and may do so
again.
The judgeshill maillist does not include everyone in the neighborhood, so
without directly saying so, I was asking that an additional step be taken
by Gordon to notify authorities not to ticket during the designated dates
and times. If the City policy in December 2005 is different than what I
described above Gordon Derr would have had time to reach out to you to make
passes available.
I do regret not notifying you earlier of my findings and expected way of
taking care of it, and for not being there to personally ensure no problems
occur Saturday - I am out of the country on business, returning late
Tuesday. If there are any problems from the 12/11 party, there will be
time to work with the City to resolve them, and take a different approach
to avoid any inconvenience for the 12/16 and 12/24 parties.
I would ask that all neighbors be on the lookout for patrol officers during
the dates and times you referenced to help avoid an accidental citation.

Dear Phil,
I personally went over to your house in November (11/19) far in advance of
the first event(12/11) to request parking permits for holiday parties. You
assured me that you would take of this the next day and obtain these for
me. Now I receive a copy of an email on Wednesday, December 6 at
approximately 6 pm in the evening with ONLY THREE working days in advance
of the event with a request to send the 100 permits in the mail.
Also, you that said that I had informed "several neighbors," when in fact I
had sent an email to the entire list serv of the neighborhood association.
Is this is an example of how the system of residental parking works?
