President’s Report

 

Resident update - Ms. Merrit continues to reside at a nearby retirement community and can be contacted at The Summit At Westlake Hills, Retirement Community, (512) 328-3775, 1034 Liberty Park Dr, Austin, TX 78746.  A copy of the recently distributed newsletter was sent to her attention.  Lawrence passed around a rendering of the proposed new garage and apartment he plans to build facing 16th street to update residents of the neighborhood. 

 

Regional Planning – No action has been taken to align the JHNA with any of the current planning districts.

 

Bylaws – Burt Meisenbach distributed proposed changes to the Bylaws for membership consideration.

 

Neighborhood Crime – Discussion held on ways to curtail crime ongoing in the neighborhood (cars stolen, homes broken into, homeless people approaching residents.  Some proposed ideas included changing street access, adding prominent neighborhood markers, changing parking configurations to blanket residential parking throughout the neighborhood, and gating.  No conclusions were reached and varying views were expressed. 

 

Speed Bumps – Suggestion to investigate the inclusion of speed bumps to slow the flow of traffic through the neighborhood.  Additional information on costs to the neighborhood will be gathered. 

 

Rental Property Impact – Some rental properties result in having numerous cars or numbers of residents that exceed city ordinance limits.  Neighborhood officials will attempt to contact property owners directly as a first step to mitigate issues impacting the JHNA membership.

 

Communications Committee Update

 

Further discussion of medallion plans for homes wishing to participate in a neighborhood sponsored designation (voluntary).  Homes can submit historic information to the Historic Committee and for no fee will be considered as part of the JHNA family of historic homes and at the option of the homeowner, can also be included in public information such as a walking homes tour brochure (with picture).  At an additional optional cost, the homeowner may choose to designate their home as a JHNA property (there are no associated tax benefits or restrictions) for the purposes of creating a neighborhood “brand” and raising the level of awareness of the JHNA.  Logo Decals for all members will be distributed in early 2003.   

 

Public Improvement Update

 

Some discussion of the large trucks that continue to drive through the neighborhood and continually bring signs down at Vance Circle when turning around as they approach the downhill portion of 19th street. 

 

Historic Committee

 

There was discussion regarding speculation regarding the potential sale of several significant properties in the neighborhood that may promote additional development at higher levels of density and impact the historic fabric of JHNA. 

 

Political Committee

 

Clarification was offered that this committee would support only those candidates and issues that favored the majority of the JHNA membership goals.  This committee and any potential funds may be used to endorse those candidates who in turn endorse the goals of JHNA. 

 

Treasurer Report

 

Dues forms distributed at meeting to membership present.  Dues forms to be distributed by communications committee to all residents of the neighborhood including fees for residential parking permit program and voluntary optional contributions that can be made to the communications committee, development fund or political action fund.  Residential parking permits will not expire until February 1, 2003.
